It will provide the Chinese people with a "healthy and colorful cultural life in cyberspace," direct them to higher ethical standards online, and help them behave well online, particularly underage internet users.
It will see the government, schools, families and society working together "to educate minors so that they can use the internet properly and be well prepared for online risks."
It will crackdown on online bullying among the underage and better protect their rights and interests.
It will enjoy a better regulated system of production, publication and distribution of online content and will have mechanisms to stop and prevent disinformation.
